A 5 storey set of apartments have been proposed for 11 King Street, which will include 19 apartments and basement carparking. It was mentioned in this article in the Journal, suggesting it was one of several applications that were secret and in limbo. The permit for this site has now been issued, though, by the Planning Minister's office on the 24th of January.

And I have no idea how it is intended to look, since the planning application documents aren't made publicly available. As with all of the developments on King Street, this is very well located — in this case, particularly so, as it sits just across from the market, Aldi and Coles. To emphasise the point, if you lived here and ran out of something at home, you could pop out, pick it up and return home all within 10 minutes — no mechanical transport required.
The view facing on to King Street from the upper levels should also be quite appealing as Dandenong grows. The Street View slice below doesn't do it justice, but you can already see Myer, the ATO and the Dandenong Corporate Centre poking up in the background from street level, so upper levels would provide a clear view. As a bonus, the view overlooks the market and so is very unlikely to be built out by developments:
