RD: Well, about time! (I think I'm justified in saying that after 8 years.) The levy was an interesting and risky idea when the Revitalising project kicked off. Interesting because it showed a lot of faith in the whole project. Risky because you put taxes (levies) on things you want to discourage (you know, things like emitting carbon). And you make people pay it up front when you really want to discourage something. That's the complete opposite of what (you would think) was desired here.

Economics 101 tells you that since the market was already setting the price of development, and development wasn't happening at that price (that was the whole point of revitalisation), adding a tax on top of things was only going to work if people thought the State Government's initiatives were so spectacularly brilliant that they would compensate for the tax and then some. Turns out nobody thought that. Developers did buy in initially, but underlying demand was weak — perhaps because most people who lived here viewed the revitalisation as intangible and unrealistic, and people who didn't live here didn't believe anything of interesting was going on here. All of which turned out to be self-fulfilling!

We learnt this information really early on, so the tax should have disappeared really early on. According to the article, it did disappear — for specific, government-linked clients. For everyone else, it didn't. Who knows how that cost us? Hopefully business manager Paul Kearsley, and hopefully he can communicate that well enough to the State Government to get this clearly perverse disincentive removed.

RD: This is welcome news. The new building will be the headquarters for the Eastern Victoria division, which covers most of SE Melbourne and Gippsland. It will also be the new home for the Salvo's thrift shop, ministry and support services.

My only concern is that it might not be on a scale that would work best for this precinct. The Salvo's Southern Territory headquarters are in Blackburn and would have been a more appropriate choice, given that the headquarters cover Vic, Tas, SA, WA and NT and would presumably employ more than 45 people. Nonetheless, a positive development.

RD: The PTV reviews its routes every two years. Based on the last review that I can recall, it can take many years for the recommended changes to be implemented, and many of the recommendations are rejected anyway. This kind of update schedule is just comical in our modern world, in which we have a continuous-news cycle, universal usage of mobiles (providing instant communication of every kind as well as an ever-present tour guide in the form of GPS navigation), and incredibly rapid development and population changes. I wouldn't suggest switching to a continuously changing demand-based system just yet, but updates once a year would surely make more sense. Read more...

RD: The only thing that makes Dandenong High disadvantaged is that it's in the middle of a redevelopment, and completion is being delayed for what I can only hope are some exceptionally good reasons. And no, quicker transport is not a good reason to sacrifice these children's future quality of life.

"Every year Dandenong High loses about 30 students to select-entry schools including Nossal High, Mac.Robertson Girls' and Melbourne High." This is a most wicked form of selection bias, which makes it highly likely that a 'high-achieving' school is not 'a school that produces high-achievers' but rather 'a school that consists of high-achievers'.
